The bill sponsor for 12 years was Anna Eshoo, representing the home to California's biotech industry which was added in spite of not having support from CA Senator and Committee Henry Waxman who is now flexing his power and displeasure with being outmaneuvered. Former Senator Kennedy's support has more to do with the fact that his state also has a significant biotech industry than it does with reforming healthcare.
